What it is

The Ministry is the Competent National Authority responsible for the effective and uniform application of the EU Regulation laying down supply chain due diligence obligations for Union importers of tin, tantalum and tungsten, their ores, and gold originating from conflict-affected and high-risk areas  (Regulation (EU) 2017/821)

An Activity Coordination Committee is established at the National Competent Authority (ANC3TG), chaired by the Authority itself and composed of members from: Presidency of the Council of Ministers; Ministry of Foreign Affairs and International Cooperation; Ministry of Economy and Finance; Ministry of Justice.

 

Objectives and activities

The National Competent Authority (NCA3TG) promotes and disseminates knowledge of the aims and objectives of the Regulation, provides useful information to Union importers who must comply with its requirements to ensure respect for human rights throughout the tin, tantalum, tungsten and gold supply chain.

Other main competences of the NCA3TG are: participation in the work at the European Commission (Expert Group), international organisations and OECD, monitoring and evaluation of the impact of the regulation on SMEs, execution of ex-post checks, corrective measures, sanctions, collaboration with the Activity Coordination Committee, cooperation and exchange of information with the European Commission and the Customs and Monopolies Agency and the other Customs Authorities of the Member States.

The commitment to the protection of human rights will also promote a virtuous process of supporting the development of countries with conflict zone scenarios or high-risk areas in which importers operate.

The Competent Authorities of the 27 EU Member States carry out ex-post checks on importers falling within the scope of Regulation (EU) 2017/821 to verify the effective application of its provisions and obligations.
