Agreement on the withdrawal of the United Kingdom from the European Union - measures relating to the recognition of professional qualifications:

The Withdrawal Agreement, which came into force on February 1, 2020, guarantees, to EU and UK citizens who have obtained or are in the process of obtaining, in the Host Country, the recognition of their professional qualifications before the end of the transition period (and in any case no later than December 31, 2020), the validity and effectiveness of national recognition decisions and the right to practice and continue to practice the relevant profession in the host State.

As of January 1, 2021 at the latest, Presidential Decree no. 394 of August 31, 1999 will apply in Italy, and in particular article 49, which sets out the rules for the recognition of professional qualifications obtained in countries not belonging to the European Union; therefore, requests for recognition received after this date will be subject to the same treatment as that provided for third-country nationals. The documentation obtained in the United Kingdom by EU or UK citizens must therefore be presented in the manner provided for non-EU citizens: previously legalized by the competent Italian Diplomatic Offices (Embassy or Consulate) in the UK, or apostilled, complete with a sworn translation into Italian and the Declaration of value in situ, as set out in point no. 3 below.

EU and non-EU citizens, who hold a professional qualification obtained abroad and intend to work in Italy, will find in this section the information, forms and regulatory references necessary for the recognition of qualifications needed to practice the following professions:

  • Hairdresser
  • Business agent in mediations
  • Sales agent and sales representative
  • Car repairer
  • Installers
  • Dispatcher
  • Food and beverage administration
  • Pest control, rodent control and sanitation
  • Dry cleaners
  • Shipping brokers
  • Industrial property consultant

Recognition of professional qualifications obtained abroad is regulated under Legislative Decree No. 206 of Nov. 9, 2007 implementing Directive 2005/36/EC, as amended by Directive 2013/55/EU.
